ODESSA, TEXAS - On any given day the Salvation Army in Odessa houses dozens of homeless men and women.

In addition, the charity has a 90 day work program where they allow the homeless to stay at their shelter, as long as they find a job.

However, there's one big problem: some can't find work that meets the Salvation Army's policy ...
