ODESSA, TEXAS - As West Texas team leader for TEXSAR — Texas Search and Rescue — Dawn Keller of Gardendale said the devastation from Hurricane Harvey in Houston was the most destructive she’d seen in a first-world setting.

Keller, who had volunteered with TEXSAR for about four years, has a background as a special operations paramedic with a specialty in mass casualty disaster. She’s worked internationally in disaster response and mass casualties in Mexico, the Philippines and now Texas ...
